The thing that it moves forward using aqua tail quite makes it difficult to handle otherwise many players would've chosen aqua tail
The closer you get to the center of Gyarados' Unite move, the more damage it does.

btw anime is not the actual canon pokemon its the game which are canon because every game has a lore in it that defines the strength of that pkmn... and not to forget the stat distribution even tho mega mewtwo has x/y has the highest stat after eternamax etenatus it's still not near as good as incinroar in vgc js bcuz of stat distribution ,movepool and abilities@@Renu_tiwari.
