I run him on counter + elbris with 25k hp, 190 speed, 80% cc and 180 cd. It's a debuffer build, more consistant than slow counter, but with lower damage.

I think he needs to be slightly faster. Can drop some crit dmg, a bit of crit rate, or a bit of HP if possible. Since he can get his own perception buff.
He is really good at full dispelling and putting on Slow + Defense Break. He also full cleanses himself fairly often, so only hard control can stop him.

He needs penetration on s3 and stack up damage and he's fixed

Similar to Luna, I agree with this. I don't even know if the stack up damage is necessary but the ignore 50% defense part would just help a lot. OR add some supportive effect to his s2 barrier. Like cleansing a debuff or something. OR some form of debuff on his s1.
He genuinely just needs an extra something. One decent change to help him out.

@@robcole1629 his Extra Attack S3 dispells ALL debuffs from himself, then proceeds to dispell ALL buffs from the enemy and then inflicts Def break and Slow. IMO his S3/S3 procc need "ignore Ele disadvantage" and he would be excellent. He is great for focusing down enemies that like to hide behind Aurius / Escort with high attack. If you pair him with Celine then it's pretty much bye for that unit. Wanting more would just break the char, no?
