The elected members of legislative assemblies of UT's of Delhi and Puducherry are also allowed to vote because of the 70th Constitutional Amendment Act of 1992.

They are at the topmost disciplines of a democracy and they don't have a right to vote in their own area of governance.... What type of democratic values are been followed.... We take the entire population of a state and then divide it by 1000, this is to get a relative representation per thousand. Further, we divide it by the number of MLAs to equally divide that representation. The reason why we divide it by thousand is for the sake of simplicity because most of the states have their population in crores.
