That’s not muscle control. I believe it’s called rippling muscle disease. Happens to me too when I get lean enough.
None of the two. You can do that as long as you have low body fat in the chest just by changing the angle. It is easier for some than others, tho.

If there's a squat rack around you can use that. There you can adjust the height however you want. Just bring a bench over and go ahead.
