Looks like a magnifying effect on light. Probably by using some sort of concave lens that can gather light (sunlight) to 1 point and elevated in the air on a string or stand

The dust motes are nondiscriminant, they dance with any others - so much so -they even dance extremely close with cat hairs that kitty cleaned all lickety upped . . .
