Well, in Y0 there is actually a counter in Kiryu's Legend style, which is similar to tiger drop, though different animation. On top of that, in last Kuze battle, during QTE Kiryu actually lands a punch which resembles Tiger Drop. (Uuuh, actshually)
Similarly, Majima's legend style has a counter that is very similar to the tiger drop mechanically in that it has the invincibility and does a stupid amount of damage and is performed the same way.
I think the only reason as to why Kuze didn't fly away immediately was because he used when Kuze was not even attacking him Aka, it wasn't an actual counterattack

Kiryu has the Tiger Drop in Yakuza 0 in the Legend style, it's called "iron fist counter" and it's the same command as the Tiger Drop but you can only use it with the 3rd Heat bar full
In the case of Yakuza 1, you don't actually need to hold R1 for any of the counters. It's just a good idea in case you would want dodge out of doing it.
if its not emulated and the gameplay is captured via real hardware, there's no delay at all and you can perform the tiger drop just like any other entry
@@swagmaster-vn2dxI thought that the PS2 version had input delay even in real hardware, when I first played these games was on the PS3 HD collection and I was pretty consistent with my counters then when I tried the PS2 on pcsx2 the delay was messing with my timing, I was still able to perform it, but komaki was another story lol, that dude is way faster than the delay and was a nightmare fighting him

Most counter hook are use without heat
Iron fist is the only counter that requires heat
So its not similar as the tiger drop

You also needed to cover Akiyama's counter kick, which is basically a Tiger Drop but with his feet.
