If David Platt did that in another country, such as Canada, he would have been given a jail sentence or deferred custody and ordered to pay the damages whether he has money or not. If he has no money, the victims would have a power to "Perfect" the damages and go after him when he has money.

David was having a lot of mental issues and anger problems, and he took it out on Gail, which only made him hate himself and feel more guilty and more angry till he finally exploded and trashed the street in a mental break.
He did it because Gail wanted to talk about his emotions and why after he accidentally pushed her down the stairs he just left her there and didn't call an ambulance. David does not want to talk and doesn't know how to express himself in words so he took his anger, fear and shame out on the street. He so used to not telling the truth, being trusted or being believed, that lies has become his safety net. This scene happened because He found out that Tina had aborted his baby and Gail knew, hide it from him and even encourage persuaded Tina to have an abortion and hide it from David. David and Gail were having a fight and David wanted to move out but Gail tried to stop him and he pushed her away. Gail then fell.
