They're just saying they're not in passenger service. This is the case for when they're moving cars to yards or if the train is serving another function like being a money or garbage train
The handrail colors are actually bigger than that what line you’re actually taking The upper level is for the redline the escalator handrails will show red and a lower level will shell green and yellow lines
