I think he doesn't want the bad players to pick it lmao. I miss the 4 sec cd, but that was my highest winrate hero+position last patch with 80% wr. Very narrow windows you need to abuse to get the ball rolling, but by the third time you have solokilled their FV when he is farming, you know he is pinging wards in shop/yelling at supports and you have become the reason why he isn't online yet or showing up to half the early fights. KDA goes brrrrrrrrrrrrr
