Interestingly Phoebe does a hand gesture similarly to Piper to turn him back. I don't get why the writers never mention where this power came from, when did it develop and why she never used it again. Just like when she brought that Trok Demon to her just by focusing on him. Like could she teleport her sisters to her just by focusing on them? Is this a sub-power of her empathy? So many questions about these two powers she showcases once and then never again.
Phoebe definitely gets a lot of new additions to her powers, and it can be hard to figure out exactly what she can do. 😅 Piper's are pretty simple. Just the freeze and blast. 😄
I honestly think if we try to explain it more with the show's logic and not that the writers didn't care about consistency I would say that whatever spell she casts works that way, like it's not her power but how she controls the spell. We know that her empathetic power was just allowing her to channel the others' power except of course feel their emotions.
