TLAB Mode Setup on Sanwa M17

I'm trying to use this process to turn some led lights on with channel 3. It lights up yellow like in the video, but the lights still won't come on. Any idea what it could be?

Thinking of buying a Sanwa, what is this doing? What is TLAB?
