"Phat" just means really thick, in this context, it's a chord that has many notes to give you a lush, "fat" sound.

Could u do minor 13th
It would be the same notes just lower the maj3rd and maj7th by a half step/semitone. So in the case of C-13,C Eb G Bb D F A
This chord could be use only as a I or IV grade of the scale?
Or bIII (flat 3) for some sauce
why you say "in all 12 keys"? is it because all the rest are relative minors?
Because there are only 12 keys!
