I believe you are wrong about grav-cutter rules on neotek. It seems to me that neotek should behave exactly like an ash wastes grav cutter with an exception you can take it to the underhive. BTW there's no place in rulebooks stating you can not take mounts to the underhive, it is stated about vehicles only, so this is just an assumption on your side.
Check pg 185 in the newest rulebook: "When Fighting a battle in the Underhive, the Battlefield Condition rules are not used and no gang may include either vehicles or Wargear that grants the Mounted condition in either their crew or Reinforcements."

Really guys, i can't understand how you can compare 360credits bs4 t4 unit to a even a medium vehicle with bs3 and a heavy weapon. New brute sucks ass
