Meiy is obviously cracked here and a reason why is because first of all he has insane stats against good tier 1 teams, an example I remember clearly is his performance against GEN.G last year. His team isn't that good so he doesn't shine a lot so even though DFM isn't that good Meiy could be mechanically very strong.
