The way dealers have to play in casinos just follows rules essentially, rather than playing directly against the player. Think about it if there were multiple people at the table, one with a 14 and one with a 20, the dealer can't try and decide in the moment who to 'beat' and when they're done, they just follow a set algorithm of 'if it's a 16 or lower, we hit' to avoid any bias at all. It may look a bit silly when it's just one person with something low against the dealer, but makes sense when there's a whole table of people with lots of different hands :D

the casino has to hit a 16, they can only stand with a 17 or above
