The 90s series have transformations every episode, the longer transformation versions showcased their features at the start. The audience were already familiar with them afterwards, so they changed the animation so people won't get tired of seeing them transform multiple times
Same reason why Toei used the shorter version in the remake, Sailor Moon Cosmos

in the manga the starlights are cis girls, before and after transforming, in the 90s anime theyre boys when not transformed, but turn into girls when transforming, the cosmos movie bases the lore mostly on the manga, hope that helps 😅
