At that time people and fans myself included would take anything from the series despite some serious issues with the plot and writing xD There was definetly a time when SM was bigger than anything else despite how short it was as there wasn't anything like it unlike today.
They're women that disguise themselves as men on Earth. The anime took the disguise a bit further with a magical transformation rather than just clothes. But they are and always were women, because only women can be sailor soldiers.

新作のスターライツの変身をshortで見た時に普通に笑ってしまって絶対映画観ないことを決めた。
なんでスターライツだけ変身シーン旧アニメと一緒じゃないのかと思ったけど、原作は男装してるから変身前も後も女性、だから旧アニメみたいに男→女って明確に変える演出が必要無いのかってなった
