For G+3 construction on 30×50 plot in bangalore... soil test 190kN/m2 in 6ft... Is SSM mandatory even if plinth hight is 1.5ft from Road level? Or PCC will be enough?

It depends on your soil compaction level below plinth
Plinth height should be 3 fts from road top .
