I learned along with 5 of my friends when we were pre teens how to play screw your neighbor. My step-father taught us how. I will say there was NO DRINKING, alot of laughing, bantering, and yelling, lol!

The game would be incredibly boring with out alcohol. What would be the penalties for having the lowest card? Just being a loser in the game? That's boring as fuck.

No the penalty is losing your chip sand having to pay

As we used to play it, each player brought 3 quarters to play and would lose a quarter to the pot if they had the lowest card. Once a player lost all their quarters they they were to be excluded from the deal. the last player with any quarters got the pot. The extra fun came in with the rule that if a player who still had a quarter dealt card to or otherwise acknowledged a player who was out, the out player would get back in after taking a quarter from the player that had acknowledged them.

Did not drink, no money involved, had alot of fun bantering, joking, and yelling. We preteens were learning and my mom supervising my stepfather teaching us, lol!
