For the Satan question, idk how it goes in Christianity but from an Islamic POV he isn't viewed as the ruler of hell but rather as an inhabitant of its deepest layer, chained there as he suffers the pain of extreme cold (he is a being of fire) and tormenting the wicked might be a part of his punishment. The actual guardians of hell are a group of "stern angels." There is also some very interesting discussion about whether he does what he does from free will or predetermination, and the fact that he can't "create" evil but rather encourages evil tendencies already present in the human "nafs." I hope that I didn't share any incorrect info and feel free to read more (from reputable sources)
There isn't really an explanation for it iirc but different interpretation that you can use. First of all hell is the place where no god exists. It's the lack of god's care etc. that makes it to a place of eternal damnation. Satan the highest of all the devil, actually being Lucifer, often depicted as an former (arch-)angel was driven to hell after rebelling against god. Why he rebelled I can't say for certain, I memorised it as his disgust of god saying human's are made in his image and therefore being closer to him then angels are. Battle in the heaven ensues, Archangel Michael buttkicks Luzifer into hell where he now lives. Maybe even other ex-angels being the other devils that live there. So imo Satan punishes humans either for hating them in the first place or because they lived against god, which he still holds in high regards as a former angel. But there could be lot of pop cultures stuff mixed into it that I remember incorrect so take it all with a grain of salt
I am from a Christan country, but do not follow Christian religion but my family does and i had to go to church and religious education when i was a kid, so take it with a grain of salt because i maybe forgot some things.
Anyway, it is not so much in punishment but that "satan" does not have or understand concept of love, he is divided from god and all that it brings eternally. So anybody going to hell is in same situation as him basically. It's not so much that "satan" tortures consciously but everything and everybody around him is tortured in that way. You know how you are with friends and all and a negative and toxic person enters the room and the mood of the party falls off, now imagine this times infinity...
Or how my grandma says, in heaven and in hell there is an extravagant dinner with all imaginable nice foods and everything but everybody has too big spoons to handle, in heaven they feed eachother and help eachother to enjoy themselves, in hell they beat eachother with those spoons and ruin the dinner and everything.

Many christians conflate satan with lucifer. And i think thats where there confusion is actually coming from. Lucifer was an angel and king who fell to his own pride. Satan is a blasphemer who believes who believes he more worthy to be god. So its a merging of the embodiment of the sin of pride and the devil that kinda confuses

Hell was created by Dante in his The Inferno, part of a larger work. It's not biblical. Biblically, the only thing close is that the beast and the false profit are cast into the lake of burning sulfur. Humans who knowingly and willingly deny God are simply not resurrected into Gods Kingdom on Earth. As the Torah says, the dead know nothing...

I'm saying the idea that Satan rules over hell comes from Greek mythology afaik. And you're wrong, non-believers are thrown in with the beast:

The actual scriptures written in Hebrew/Aramaic and Ancient Greek never mention Hell. The dead know nothing. The King James was translates back at a time when translating wasn't a thing. The attempt was made my poets and playwrites.
For over a thousand years, Hebrew/Aramaic were dead languages/code and when Napoleon found the Rosetta Stone which allowed this language to be actually translated again. Nobody spoke or read it for over a thousand years. This traversed the KJ.
If you learn the languages or consult experts in these languages, the 4 words mistranslated as "Hell" in the Bible were "Sheol" in Hebrew and "Hades" in Ancient Greek. The first means a pit for dead bodies, a grave. The second is the mythological land of the dead across the river Styx and was actually invented to explain the seasons. Thanks to the Good News of Christ, who went to and beat any belief of a Hell like place you may have during the 3 days between His death and resurrection, you need not concern yourself with it. In Him we are promised eternity.
Before Christ, there was a permanent death which was caused by knowingly and willingly denying God. One must first know, "Gnosis" God and then make a conscious and free choice to deny Him. We go nowhere when we die and the Bible says that the dead know nothing. Only upon Christ's second coming and the end of days are we judged and though none of us has or even can earn our spot in God's Kingdom, He loves us, forgives us, and we join Him anew in His Kingdom on Earth again in physical form just like Enoch who has gone before us!

Satan supposedly is just another soul being punished. Satan doesn't really do the punishment. But let's be real, hell was invented way late in Christianity. So even if Christianity was the true religion, hell definitely wouldn't exist because if any of it's real, it would have been mentioned at creation not like 1000+ years later.
in the final book in the Bible (The Book of Revelations) Lucifer is freed from his shackles as Jesus opens the seal to begin the apocalypse. So basically this tells us he isn't the one burning people as he too was shackled and burning in hell with everyone else. Idk if she'll see this but if she does I hope it helps
