You're currently not benefitting from Shield of Knowledge because you have no Lore skills yet. The first and only one you'll get as a Blue (and Red) Lore-master is Water Lore at level 32. That's a heal-over-time, useable on yourself or an allied target. Shield of Knowledge would then also apply a defensive buff to you for a little while. You can potentially also get Wind Lore (an offensive debuff) in the fourth row of Yellow. Yellow LMs get Fire and Frost Lore (a defensive debuff) immediately after choosing Yellow as their primary spec. In any case, you can re-specialize for a bit of money so you can spend the points you had put in Shield of Knowledge elsewhere, though you'd have to put the points in again as it resets your whole trait configuration. Oh, also, I think you have Combat Animation Blending on? It's kinda not worth it as it breaks some animations, like Gust of Wind's, for example.
