IIRC the bioandroid transformation explicitly permanently upgrades the attributes, whereas other transformations (that are not permanent like semi perfect/perfect are) give bonus DICE to attributes or skills. the semi perfect and perfect transformations specify that the excess attribute increases become permanent bonus dice so that stat bonuses from the form are not lost, while maintaining the hard cap of 5 on all attributes.
So it's the dice system from World of Darkness, the fate point and experience point system from Dark Heresy 2E, and the power creation system from... Hero System, maybe?
As an example let's say you go into super saiyan you would become tier 3 and when you go back to base form you would be at tier 1 unless if you got awoken potential which would increase your tier of power by 1 permanently every time you got it

I have been tearing my hair out trying to find ways to work in missing things like equipment and currency, since the only version available doesn't provide any. At least I can check this off of my list of questions.
