The outer half of the first floor used to spin, but I think the elevator was on the anchored part of the first floor, but it does give you a spinning effect on both areas.
Innoventions has since closed, and has now reopened as a Star Wars museum. The elevator still exists and is original, but the 2nd floor, and the elevator are blocked off. I am not sure if the elevator is still in service or not.
This elevator used to spin? Are you sure this elevator wasn't in a non-spinning core? If it really did spin, the only way that could work is if the hydraulic ram was in the very center, or if the whole ram, even to the bottom span with everything else.
