Seems like the big difference here is a different scheme for the backgrounds used, meaning they had to re-shoot the whole thing again with the cels over the later backgrounds seen in the film.

It's also a joke about how some cartoons have errors, bloopers and ad-libbed scenes. Since he was hired for the bulk of the Cartoon and it was almost finished, they couldn't replace him so they kept the last line and cut the cartoon short.
@@OneWeirdDude no the cat did not get the bird, what happened was Chuck Jones was supposed to make the complete cartoon but the deadline has already been up and this cartoon did not get completed.
I wish we could see more cartoons with Pudgy and Grunge together.
