Honestly, it might be most unlikely but as we know fergus skin redesign is coming soon and another thing coming soon is probably more lore for mrs. p, and that fergus is a part of the capitol, they might have been the group to take care of mrs. p, as we know they build the walls for the city, and we have gotten leaks for another spot of the capitol, where they reside and could be keeping mrs. p there.
i think the people that are keeping mrs. p are either soldiers (the ones who possibly escaped the outpost chapter before being infected) or some people from the corrupted government (good people through, not the corrupted ones)
My theory is that after Mr. P realized that Mrs. P was gone. He hired some people to find Mrs. P because it makes sense, because who wants to cure Mrs. P Mr. P he could also be at the military, which that’s why the people that wrote at where Mrs. P was was in the city place in her room they realize that Mrs. P was gone so they left a note but that’s my theory
