I want to learn Premiere, along with AE & Photoshop, but not spend a fortune for hardware yet. I have an HP Envy 17" laptop with an intel i7 Core and NVIDIA GEFORCE and 16GB RAM and a 1TB HD. Good enough to learn on, possibly? I liked your video and straightforward approach.
Most definitely. The bottle neck might be your graphics card and ram, but unless you're doing 4K or higher footage you should be able to edit pretty smoothly without having to make proxies.

I have sound like that as well and I frequently wonder if there is a best/ideal spot to leave them turn manually on the speaker? Typically I leave it around 75% and then just adjust the volume through the computer. Do you have any suggestions?

Yes, you can edit video from an external hard drive. That's how I do all of my editing.

Medium to high spec’d 2016 15” MacBook Pro. Paid about $3,600 new. I make proxies for almost all my video editing (in camera or on my machine).

Wireless is fine. Delay isn’t an issue for editing. I use a Logitech MX Master 3.
