The technique is called Tambour Embroidery or Luneville Embroidery. The beads are threaded onto your thread and then you use a tambour hook making a chain stitch onto the fabric while also attaching the beads one at a time.

Yes just draw your design using a light colour like white. And place the plastic on top on your fabric

Thank you!🥰 Silk tulle, but a synthetic tulle will work also, tulle with the smaller holes are better for embroidery
