I think so, most of the horns are really for saying hello, but the drivers are allowed to do that more on train day. On normal days, they Horn only to say hello, really only one horn.

Does Ashland take away the quiet zone for the day or are horns being enforced because of the high density of people being around

In the case of train day I heard what I belive was the CSXT police telling trains during the event to go slow and make noise.
Normally a quiet zone but that day I heard the call early on someone’s scanner to slow down.
