Rutos statement does not say who it is he was referring to. Therefore he can safely be interpreted to be telling the world he is not sure whether any politician(s) actually planned the events.
His tone of voice appears to be largely choreographed following possible boardroom advice that he needed to send a stern message since scores of Kenyan young men and women GenZs had been killed illegally by his Police officers.
The message appeared to be for the consumption of the external world audience who would be asking how so many unarmed citizens- mostly young adults- could be gunned down in cold blood massacre-style by their government.

do not take criticism lightly. Already in Kenya MPs and other court poets keep preaching about a Ruto's "10 years in office".
You will recall Uhuru"s Jubilee's "Yangu Kumi, Yake Kumi" announcement which Tangatanga tried very hard to convert into a compulsory political debt owed to Ruto by the Mt Kenya communities?
This is aimed to put fog into people's minds that a President lazima amalize YAKE KUMI.
Ruto and his sidekicks' minds are focused on that though most Kenyans believe that won't be the end.
They believe among his role models are Mugabe and Museveni.
It seems that the brutal "Occupying Space" Massacre was done to stop the GenZs from advancing with their protests and the much talked about revolution, all signs being on the wall for an extended headache for the KK government.
The more viable explanation seems to be that the vagueness of Ruto as to who was the organiser/ sponsor was because he did not believe it was either Uhuru or Gacagua.
Rather, Ruto got alarmed at the brutality of his police in Nairobi and suburbs and the consequent tarnishing of his image in Africa and the West.
Ruto had only a few weeks before been accorded one of the highest honours to address the House of Parliament in the US due to the high regard the US traditionally has for Kenya.
Surely, some vague person(s) had to be implied to bear the blame for the mess which was henceforth being placed under investigation.

One reason Ruto fears Uhuru is Mt Kenya politics. As we all know, Rutos biggest support in 2022 came from MK. And who is the MK kingpin? Uhuru. So if the mood in the mountain currently is strongly anti-Ruto, and its kingpin the same, Ruto has to be worried and afraid. His chances in 2027 look very very bleak. My unsolicited advise to Uhuru is DO NOT use any planes or helicopters supplied by the zakayo government.

It is the high time that people used to traditional politics and deeply infected with the big man sydrome come o terms with the emerging and new reality of kenyan politics. The big man political sydrome i see being propagated by bloggers is on its death bed. Uhuru, ruto, raila, kalonzo, joho etc cannot run a political party which can meet the ideals and expectations of the gen z generation. They are stuck in the political sycophancy age of politics but what is unfolding will change the political dynamics to the extent that old school politics will struggle to match new school politics. Alternatively the brand of politics and governance the gen z are advocating will soon catch up with the corrupt opposition politicians and their parties too in their backyards. Reforms in political structures, idiology and conduct and total change in governance is innevitable accross the entire political space in kenya.

I doubt whether there is anyone planning to destabilise the government. However, it is normal in such times to see enemies everywhere. Methinks the president could just focus on non-tribalised delivery of services to citizens while managing the national debt, and he could stay in power even beyond 10 years.
