You can prepare in your house also.Take first day or second day milk from Newly delivered cow or Buffalo .if it first day milk mix 3/4 litter normal milk with first day milk after delivery of cow or buffalo.then milk jaggery according to your taste then pour water in cooker .put milk mix and close the lid.don't keep vessel. Steam it for 20 minutes. It will be ready.

Some of these street sellers prepare it artificially as the yellow milk is too expensive and difficult to find as its seasonal only so beware !
