That's a weep hole. It provides drainage for moisture that gets behind the brick and allows airflow to the back side of the brick veneer so the interior wall doesn't get mold / rot. If that's not your building you should unplug that hole.

Usually yellow jackets have 2 or more entry/exit paths to their nest, especially the ground ones. I have gotten lucky, been swarmed 4 different times already this summer but cheated them all 4 times, not a sting yet.
I attempted this once. I was a huge mistake in my case because it turned out they found an alternate way out which was inside my house. We were killing random yellow jackets in the house for nearly 2 weeks.

i just did this to a yellow jacket nest on my house. the only problem is now i have a hundred of them that were out trying to get in. Will they give up and go away on their own or do i got to spray them?
@@greenteambc thanks for replying, my efforts failed and the nest is still active inside the wall but they are not getting in the living space. I'm going to wait untill it's freezing out and seal off any way in or out and hope nothing survived in the wall over the winter.
They will probability chew through it. Wasps burrow through solid walls and trees so you will have to come back and re do it but its a good idea for a temporary fix!
