Unfortunately, I don't think those are caltrops but deburring media . That is why you are finding them in such abundance some machine shop must've dumped them awhile back.
Never seen Bailey get a intro nor show so much excitement! It's like she says yes free from doing house chores and taking care of kid! She is like THEY CAN'T TAKE MY FREEDOM! Gentlemen let's be real when our women get this excited we fall over in Love with them even more. When they are happy they just glow.

Those are not caltrops caltrops are much skinnier and longer those look like the tops to Old rod iron fences

Brass is not normally magnetic. Depends upon the impurities in it. Bronze which is mostly copper is also not magnetic. Your "stand" looks like a concrete steel rebar "chair".
Brass is an alloy of zinc and copper. Neither of those are magnetic.

Hello, I suggested to your friend The Fisher sometime back to get in touch with the civil war museum down in Kenosha and ask them about it. Maybe do a phone chat showing them photos of what you’ve been finding. I’m all most sure that they could give you the whole history about them.
