I'm so sorry to hear your husband is fighting cancer. My family has been there and it was a tough fight but we made it out the other side. Fingers crossed firstly for your husbands health and secondly that this gets resolved for you. Haven't visited but it's definitely on my radar and maybe I will if you succeed in opening in March. This Country needs to wake up and realise what a boom the bike industry has seen in the last 5 years. The money it brings to the economy, the improvement it gives to peoples health, both mentally and physically. And yet it feels like where we can ride is constantly being reduced. Something's gotta give.
Sounds like National Highways are failing under their HSE duties and under CDM Regulations. You will need to escalate to your MP, Secretary of State etc and report it to the HSE. The CDM Regulations have a clear requirement for risks to be identified, removed or mitigated, download the guidance. Ask for a copy of their risk assessment and H&S Plan for the shared road There is also other Legislation and Guidance on traffic during construction.
This ^ play them at their own game, find out who their Principal Designer is and apply the pressure on them for Risk Assessments and their Construction Phase Plan. Also your MP needs to be dragged into this, they can make a difference.
And also check your Liability Insurance cover, if there is an accident and its was known to be unsafe then they will not cover you. Tell NH they need to take liability for any accidents under their insurance

Suggest you use your mailing list and ask all to talk to MP. Perhaps a pre-written letter for them to address and sign. My son has loved his lessons at the park. We need these activities to keep kids busy and using their energy well. Make sure you keep family number one. We can do this again at a better time if needed.
It sounds like you would have good grounds to take them to court due to the failures on their side of the deal. Some sort of rough email template that we could add on to I’m sure would get many more emails to that address (even just a list of key points).

Couldn't agree more, but go to HSE first. Your MP is unlikely to have much of a clue.

You can’t have bikes and cars going up and down that little lane someone will die 💀
Take them to court I’d say is the best way to sort it out.
