China's Corrupt Meritocracy, with Yuen Yuen Ang

    Portrayals of China’s political economy tend to be divided, with one side depicting it as a Confucian-style meritocracy, and the other arguing that the regime is a kleptocracy. In fact, neither view is correct: in the Chinese officialdom, competence and corruption can go hand in hand. Drawing on her new book, China’s Gilded Age (Cambridge University Press, 2020), Ang underscores that paradoxes define China’s political economy. Chinese growth is speedy yet risky and imbalanced. Corrupt officials worship the pursuit of prosperity. China’s regime is authoritarian yet its regions are decentralized and highly competitive. Understanding China requires that we grasp these seeming paradoxes, which will persist well into the next decade.
    Yuen Yuen Ang is the inaugural recipient of the Theda Skocpol Prize, awarded by the American Political Science Association for “impactful empirical, theoretical and/or methodological contributions to the study of comparative politics.” She is also named an Andrew Carnegie Fellow for “high-caliber scholarship [on] the most pressing issues of our times.” Her first, award-winning book, How China Escaped the Poverty Trap (2016), is acclaimed as “game changing” and “field shifting.” The sequel to this book, China’s Gilded Age: the Paradox of Economic Boom & Vast Corruption, is released in 2020. She writes for a broad audience in Foreign Affairs and Project Syndicate. Ang is a graduate of Colorado College and Stanford University, and a Public Intellectual Fellow at the National Committee of US-China Relations.

    Xi's agenda for his presidency is similar to Bo's but there is also Xi's personal journey as a party leader in the poor rural environment in his youth. So his tactical emphasis is bottom up with priorities for transportation links to villages, third party audits and education of the disadvantaged youths. Bo's strategy is to employ a trickle down of benefits of urban schemes by private individuals who are his cronies. Perhaps both are responding to the cards they were dealt or do you think it is a qualitative difference between the two leaders?
    It will be also interesting to know how much the difference between the patronage / client relationship is due to personal styles. Bo is celebrity-centrist and Xi is more paternalistic. And to throw in another wrench in the discussion, Xi also has to perform in front of ever increasing glare of US / western critics.

    At least there is a coherent strategy and objectices set the central government. Those objectices are not easy to achieve. Underlying corruption conditions are less and less non-existant. Officials have better and better salaries and working conditions. They need less and less those dirty money. It is almost impossible to hide those ill-gains. So the whole discussion is less and less relevant.

    Prof. Ang, though u are an articulative n investigative writer on China, however my first point against your narrative is 1. How China overcome the Middle Income Trap.. culture is not the hygiene factor for China Miracle.. after researching u as a Singaporean.. ...the success of Singapore is partly of the Chinese cultural strengths n the pragmatism of Lee Kwan Yew's in using his Western education orientation n a democratic system that is fundamentally supported n endorsed by Western Collective ... while China with a big population, embargoed by Western Collectives.. and it is again the collective strengths of Chinese cultural heritage quite similar to Singaporeans n capitalizing the aptly adopted socialist system as the tool to mitigate China miracles n now classified as Socialism with Chinese characteristics.. while it is precisely the current leadership under Xi Jinping to stimulate the REJUVENATION OF CHINESE GLORY UNDERPINNED BY CHINESE CULTURE....JUST LOOK AT THE AMOUNT OF TIME, MONEY N EFFORT TO PROMOTE N SUSTAIN CHINESE CULTURAL HERITAGE N LEGACY.....!!
    2. YOUR EMPHASIS THAT CORRUPTION N MERITOCRACY IS PART N PUZZLE OF CHINESE IMPERATIVES TO SUSTAIN ECONOMIC GROWTH WILL BE UNDERMINE BY XI'S AUTOCRATIC EFFORT YO CURB CORRUPTION N THIS IS YOUR NARRATIVE SINCE 2014 IF NOT EARLIER.. BUT LOOK AT HOW CHINA PERFORMED IN 2020 N 2021 TO DATE RELATING TO COVID 19 N ITS ECONOMY..in particular geopolitics on world stage.. ( an intrinsically corrupt government will devoid of the morality n ethical fabric to face both domestic n the world audience unlike the Double standard culture of Western Collectives!!
    The down playing of GDP is a longer term strategy to dislodge itself from Western parameters for growth but to be replaced with Chinese growth objectives/parameters with Chinese characteristics.... With these pointers.. perhaps the next title for your forth coming book on China. Could be titled " How Western Oriented Genes Fumbled the INVESTIGATIVE NARRATIVES ON historical backgrounds for China Miracles( in plural terms because step by step China is formulating its national objectives via a systemic approach derived from constant review n adjustments that is part of the Chinese cultural strength with..... PRAGMATISM) LAST ADVISE, PUBLISH THE BOOK BY 2026 NOT ANY EARLIER..because the watershed for the trending of NEW WORLD ORDERS IS 2025! ( MY FORECAST)!

      1 she as a Singaporean diaspora, she often presented her research with framing the failings of PRC or CPC ..stated that cultural heritage will not underpin the continuous progress for modern China this I disagree n the cultural heritage derived from Taoism, Confucianism n Buddhism is the cultural heritage that manifested the Chinese philosophy in life to be pragmatic , Bajan ed with nature n harmony with people/nation/difference ( many more aspects )
      2. She implied corruption n meritocracy are 2 main factors that manifest long term China progress while Xi Jinping anti corruption action will negate the progress.. I disagree other than the systematic meritocracy in selection of the leadership n bureaucrats .. corruption must be stopped to ensure long term progress just like curving the continuous monopoly of China Oligarchs such as Alibaba, Tencent, Didi for various reasons without going into details..
      China is trying to systematically avoid using GDP to measure growth but to replace with other China preferred parameters such as Green, health, n happiness index base on China national life cycle. ( US GDP using USD is being misrepresented with US high costs n standard of living while using purchase power parity ( ppp) is more logical..... I observe Western educated Yellow Banana tends to be indoctrinated with Western parameters n yardsticks that has misrepresenting Asian characteristics n equitable parameters for example US is currently 5 to 6 times China GDP per capita.. China must not aim to achieve to reach US level at 64 thousand USD ( must check the figure) per capita .. COVID testing cost only less than USD 20 but USD 200 in US....; 139 Chinese will travel overseas as tourist in 2019 before Covid in comparison to US people ( most likely they po refer to travel with US or feel unsafe to travel overseas.. difference is life style expectations/ happiness index)

    Could YYA explain why Western Liberal Democracy institutionslized and legitimized corruption? Please give an example of a Arab Spring liberated country resulted in an uncorupted state?

      Corruption in never less destructive, its alway destruction in every nations. Corruption will destroy all systems, it will destroy democracy, Socialist, Comunist, etc.
