No that's the hole for putting your combustion tester probe in. This is chimney vent (looks like at least) so it should be under negative pressure while the furnace is running (draft). Looks like it's rusty because the exhaust gases are condensing in the pipe and rusting the metal from the edge where the hole was drilled since it's not galvanized there. Most oil and gas chimney vent boilers and furnaces will have a hole drilled in the vent pipe unless there is a specific test hole provided in the appliance. The Burnham Megasteam like I have at my house for example has a 1/4" plug that can be taken out for combustion testing and draft measurement.

You should carry a few of those led lights that screw into a socket for better lighting, then leave it behind and build the cost into the job. At least there would be light next time your there again.
Looks like one of Rheem’s budget brands from back in the day. Over here in So Cal the majority of Rheem’s budget stuff I’ve come across are Weather Kings and Corsaires. Only differences I’ve noticed between these and the actual Rheem/Ruud branded units, which use spark ignition and have a built in fuse on the board, is these budget versions use hot surface ignition and have no fuse on the control board. There have been a couple times where I’ve had to replace transformers on these, because of a low voltage short which fried the transformer; no fuse protection. I would always wire in a fuse inline with the secondary side of the new transformer.

Replaced a fair share of those ignitors in gas dryers as well. Some of those old systems last way longer than expected with simple repairs like this.
