I think the number order should when they were first introduced in the show
The 1st gen and I think the 3rd one too are ordered by their appereance in the intro, which is actually their first appereance

Owen = King Dedede. Both love food and are very big.
Chef = Captain Falcon. Both are the definition of pure strength and raw power on their respective worlds.
Ice Dancers = Fox and Falco. Both duos are always top tier, only difference being Fox and Falco don't play dirty.
Ezequiel = Kirby. Both were good at first, but got turned into their creators' punching bag. Everyone wishes they get another chance at the spotlight.
Jasmine = Ridley. They're big.
Lightning = DK. Strong, but not very smart.
Chris = The Announcer. Both hosts of their own shows.
Mr. Coconut = Piranha Plant. Wait, why's this thing here?
Mickey and Jay = Little Mac. They're weak.

*I know that Ella was introduced after Leonard, but the moment she was on screen she was already humming, so it's technically a part of her songbird characteristic. If we went with that, then Ella would be number 43, and everyone introduced before her would have their numbers reduced by 1.
The characters are counted on how they first appeared on the first episode, which the 1st and 3rd Gen cast first appeared on the intro. Only 2nd Generation cast was introduced before the intro.
