It's all down to club morale and professionalism and the manager has no clue how to install that, clearly. People are clutching at straws bringing De Gea into anything as significant. De Gea does not have the personality to be Captain. The only one who does is Ronaldo.
De Gea is doing well as he's being tested all the time, that's why your Norwich GKs of this world end up with heaps of saves. Ederson barely gets a look in or makes saves for example.

He's always had a shaky defense. They thing about the defence back then is that tactically they were better organised. The team now is miles above the previous teams but tactically there is no structure.

I feel for David De Gea, he's a phenomenal goalkeeper, yes he's made a few mistakes but that's what happens when you are a goalkeeper, you have the biggest job of any position, to keep your team in it. Obviously if strikers get on goal multiple times a game they’re going to go in, no matter who’s in goals. The problem lies with the defensive players. I think he meant to say it because that's precisely correct. Moyes, Van Gaal, Mourinho, now Ole, they've never been a good team with any of these managers. They need a complete overhaul, have some Arab oil person come take the club and pump money into it to get the best players because other than that I still see managers rotating when the real problem is you have bad players. I think the players are comfortable knowing they are paid probably equal to or more than City/Liverpool players but don't have to put in those levels of performances every week. The whole club is a mess.

We are just broken right now , when I was watching the highlights of the game I seen no desire , no pride , no nothing and I’ve been a united fan for 28 years now ( 32 currently ) and I’ve watched them over the years and this is the worst it’s ever been , something has to change , we have immense quality in the club amongst ronaldo , de gea , Fernandes , cavani and many more but yet these results are shocking , I don’t know how much more we as fans can take.

When Man UTD first signed Maguire, there was a dip in De Gea's form. People said that maybe the dip in form was a direct result of De Gea's disappointment of being over looked for the captanicy. This is espically after previously being voted "player of the season" a number of times.
Reading the comments below, maybe those pundits made a good observation and maybe it's another damming indictment in regards to Ole's time as Manager of Man Utd.

There is no reason why De Gea couldn't be a better captain than Maguire. He has more experience as a player and at the club, he knows how to handle himself in interviews after the difficult games, he's not been a bit inconsistent these past couple years but he still commands respect at the club as the no. 1 keeper.
