Police websites should accept uploads of dash cam videos. Police should then prosecute or fine drivers/owners that can be identified from registration plates.
Any dash cam video can be sent to police but the video needs to be accompanied by a witness statement from the dash cam operator. The DC operator also needs to agree to attend court and give evidence if the (alleged) offender challenges any penalties imposed by police.

If the white car wanted to travel right to left, they needed to turn at the first road on their left at 3:34 , not left into the oncoming lanes at 3:40 .

I'm betting they don't know the area. They needed to turn left and saw three lanes, two with traffic facing them (going left to right) and one empty. Which is exactly what you see when the road on the left is *not* one way and has a left turn lane and a straight ahead lane.
As to "They should have the used the first intersection" if they don't know the area how in hell would they know that? And people don't generally look for stop lines on the road because stop lines don't go through red lights and hit them. You watch the cars instead.
