The shape of the bellybutton would definitely contribute to if fluff stays inside (hard to do that if there is no inside on your bellybutton) but hair will transport fibers to the bellybutton to clump and become fluff. Hair generally grows in the direction of your bellybutton around it, and I’ve found fibers that have travelled up from my pants and underwear. Having more hair probably helps but even small amounts would be enough to get some fluff.

As a woman - I get belly button fluff and I pick it out and if it sounds gross, it is.
