The Tempenny Tower quest is so jacked up lol, I know players usually avoid that quest because of karma loss, and Three Dog scolding you about Roy, never knowing the true side of the story. What's crazy about helping the ghouls get in, is that even after you convinced everyone to let them in diplomatically, Roy double crosses everyone. There was nothing righteous or innocent about him at all. Too bad there wasn't an option to go to Three Dog and correct him, hearing a apology on GNR. Other than that, I only do the quest for the caps, by ending Roy and Co.

I really do like Ghouls and I feel bad for the prejudice they face but the Tenpenny Tower quest really went out of its way to try and make them look bad.
Underworld does enough to make the Ghouls look good. Tenpenny Tower is actually rather refreshing because it shows all of the hatred boiling to the surface and the kind of poison it is for both sides. There are no good guys in that story, only winners and losers.
Crazy how much detail was poured in this game, considering it came in 2008, really gotta appreciate Fallout 3, truly genre-defining and a masterpiece for it's time. The hilarious part of the ghoul encounters is the fact that Roy isn't even a ghoul. He's a Smooth-skin with a ghoul mask. Actually, a very mentally disturbed individual who sleeps with his ghoul woman. Obviously she knows the truth. But loves him anyway, so she plays along.
When thinking from a more *precise* view, I'd say it's half and half. Tempenny is right about the ghouls being dangerous, remember, both of Roy's friends follow him regardless of his morality, but he's wrong about ghouls in general. Roy is right about tempenny being a bigot, including the ones that we know to be just like him, but he was wrong about *every single one* in the Tower being like a racist. Dashwood is cool.
I'm honestly wondering if the Enclave would have brought the Vault 101 people into their group. I mean why not? They could use the numbers and would like that the vault dwellers have been unaffected by the radiation so would seem pure to them.

The Tenpenny Tower is the absolute worst quest in the game, and is one of the worst attempts at a morally grey quest Ive ever seen. I think what really pisses me off is the sheer entitlement Roy exudes about deserving to be let into the tower. It isnt his decision to make and he acts like a huge baby about it. Maybe I'd take pity on him if the Tower residents bigotry wasnt completely justified by the end of the "peaceful" resolution. Its not like Roy doesnt have anywhere to stay either. He can live in Underworld, he can live in Megaton, maybe even Rivet City, or one of the countless landmakes dotting the wasteland that hasnt been inhabited yet, but it isnt about finding somewhere to live. Roy just wants to take Tenpenny Tower away from those who harbor (justified) resentment towards him. I really dont know what Bethesda was thinking. The Pitt was a much better attempt at a morally grey choice.

I view this in a different way: there is no perfect solution, both sides being bad, the question being which side you support. Compared to Boulder City showdown, the peaceful option doesnt work, meaning players have to pick a side based on their personal beliefs. Its why Hard Luck Blues is a good moral quest. However in the Pitt, you either side with the slavers or the naiive abolisionists. I disagree with this being a tough moral decision.

i have never seen the group of ghouls go towards the tempenny tower because i use a mod for real and peaceful coexistence between humans and ghouls in that tower.
Avoid Tenpenny quest is the best course of action better live them be it’s suspicious in the first place why gouls wanted so bad that tower , build your own damn tower it’s nothing extraordinary about it to want it so bad gouls living for hundreds years could’ve build their own civilization in wasteland around that tower but it’s just don’t make sense they way the gouls are made in this game series’s being ages alive I’m sure you have quite a bit experience about everything but seems like it’s not the case here
