The DA wants 12 of 28 positions. As the second largest party in the GNU, it makes sense that they get at least 10 and anc 13, and te rest go to the smaller parties. You cannot say DA should have 5 out of 28 and the other seats go to other parties which are just ANC proxies. We have seen how aljamah waa given a mayoral position in Johannesburg with just one seat.
