It does say "all the dead". "Perish with skin and hair" is a german phrase, meaning to be destroyed completely.
To me it sounds like an introduction of the band: this is our content, and it is a mirror of reality. You don't want to believe it, you want to be "kissed by innocence". But look inside yourself, you will find darkness and violence.

The most fitting interpretation of the song. The mention of the band name in the chorus is therefore to be understood as a kind of introduction "(We are) Rammstein" or "(You allow,) Rammstein".
