For if you haven't found your answer to this yet: Short answer: Yes Long Answer: Shanghai.exe is a fangame made by a Japanese dev, who dropped it after legal issues, but was then adopted by a western dev. As of now the final boss is finished, and they are continuing work on the post game content. In my opinion, gameplay wise it's probably the best Battle Network game. The only draw back I find is that it doesn't have the Navi Customizer, but they do have their own stand in for it, just not as original a concept. Story wise, it's pretty much what you'd expect from Touhou characters in a Battle Network setting. Most everyone is a Touhou character, but there are some sprinkles of original characters and Navis, so it isn't entirely obvious what you'll be fighting at any given time. 10/10 Can't recommend enough, and that's even with the lack of post game.
