look the 2 variants in neuroshima hex 3.0; one that players play with 6 tiles in hand and other that if you draw 3 action tiles you can but back and re-draw.
Guys, neuroshima hex 3.0 fixes almost all of the problems with the game you mentioned by adding optional rules. You can play with up to 6 tiles and discard one, so you can better plan your combat. You can skip if you have 3 instant tiles and withdraw new ones. They added one bonus army, and there are extensions with new armies available. All of them having special abilities and being uniqe. I never had that feeling that AI is predicting future in neuroshima mobile app :) They updated manual too explaining some tricky details about the rules that were not clear enough. You should give it another try ;)
