Seems to be arcade. You can hear the credit-add sound effect happen mid-round sometimes and it matches when Tominaga drops a coin into the slot on top (or maybe he's using a card reader... I've never been to Game Spot).

Is this an arcade simulator for ps or steam or ps4? I want to get streetfighter 30th anniversary but what system should I play on.

It’s arcade, i’ve been there. Japanese players always play arcade
PC FIGHTCADE is the only place to play 3rd strike.
