Depends on the branch. Usually you have to have some paperwork that proves you deserve it along with a memo and send it to the personnel center of your branch.
Way back then I was an operator in the 5th Special Forces and we almost didn’t get to finish sniper school when Kuwait was invaded. We were n the last week. Then a couple of weeks later I was in Saudi Arabia with my team and during the ground phase I crossed the border into Kuwait with the Egyptian Army. Fun times!
Marine Sergeant Rodney M. Davis was killed in Viet Nam in 1967 and was posthumously presented the Medal of Honor in March 1969. Marine Captain Eddie Ray was the only Marine to receive the Navy Cross for service in Desert Storm.
That's because we were only there because of a "left handed" invite from the Saudis. At the time they only had a "national guard", and the fact that the King wanted the infidels out as soon as possible. We weren't welcome there. DAMN RAGHEADS!

My unit only officers were ever issued kuait liberation medals, had to fing my own when i went to the board.

I find it interesting that the Saudi medal was for such a brief period of time vs the Kuwaiti & US medals.
