I think you can change to blue toad if you press L or ZL while selecting yellow toad
He's in the game. Hold L or ZL to change the Yellow Toad to the Blue Toad while hovering over the Yellow Toad's file. Then, while still holding L and/or ZL press A (or whatever button you use to select your character).
STUFF WORTH NOTING:
1. Blue Toad doesn't appear in cutscenes.
2. Yellow Toad and Blue Toad can not be played at the same time in multiplayer since they share a character select file and the game (subconsciously) thinks that they are the SAME character. Because of this factor, Blue Toad's inclusion unfortunately doesn't solve our "in four player at least one player is forced to play as one of the easy characters" problem.
Just hold sr or sl then press a to use blue toad

I still got my hopes. They called him only Toad in the direct and mentioned that all characters are returning. They are probably going to make the colors switchable. I thought it was kinda dumb for the same character, but different characters to take two slots anyways, so this change would make sense.

I know it's just an excuse to have a playable Peach (which is awesome) while not changing the game's plot.
But having a Power Up that turns a specific character into another specific character is ridiculous!
