A lot of surf is in (harmonic) minor already (or a similar dark scale like phrygian dominant or the byzantine scale) already (unless you count the beach boys as surf)

Ever heard of a band called Ramones, Kurtis? Surfin' Bird, Rockaway Beach, California Sun, etc...??? Also give a listen to "Me First and the Gimme Gimmes" (an all star punk project doing nothing but covers in (fun) punk style). There really is no such thing as a "bad" song. Just songs that are played / sung by the wrong people. ;-)

I always used to think it was crazy when people would talk about how influential the Beach Boys and surf rock was on later generations. This illustrates really well the impact they had.

These are the two best videos to point out whether someone likes music for it's timber or musical technicalities.
Usually most people fall under the first(and that's fine), but it's a good tool when someone says another genre sucks only for them to realize they were listening to the other genre they hated but with different sounding instruments.

Pretty much Agent Orange, they even did Misirlou and Pipeline covers.
Here’s my take: If you add distortion to a Beach Boys song it comes out sounding like something the Queers would’ve released in 1996. Add distortion to a Dick Dale song and it comes out sounding like something JFA or the Dead Kennedys would’ve released in 1984. Long story short, if you add distortion to a surf song it comes out sounding like punk. Great vid.
