    When China does projects, they do projects. You should see the Three Gorges Dam on the Yangtze. I was there in ‘03 the year before it cut off the river, the construction was then a few years from completion, the size was mind boggling. It took 17 years to complete, 7k workers on site at anyone time, 24/7. It displaced 2.1 million people because of the reservoir it created which went up to Chongqing 300+ miles upstream. Entire river towns eventually went underwater.

    China has shown,no matter the cost or effort it is done. You have theWest , must have investors and gov. Grants and price goes up and up. Cost, for China, nothing, its effort and organisation.       not really. the Chinese team talked to the Dutch about the tunnel portion of the project. the Dutch refused to negotiate. so the Chinese team asked South Koreans to look at their tunnel. South Korea refused.
      the Chinese team put their engineers and designers to work and came up with their own designs and patents. now the Dutch has a competitor.
