Oh, this was still with Scottie? It was such a shame she left the show only after a few episodes. Now after I watched the episode again after so many years, the friction between her and Kari is pretty obvious.

There had to be another variable in play with the mileage comparison. Even if windows down "is better", it shouldn't be THAT pronounced with only 5 gal worth of driving. I could see maaaaybe 5 miles total differential, not 15. And not at only 45mph. One engine was not running quite right.
Given the way A/C in the car works, belt driven and creating considerable extra load on the engine, this test is likely quite accurate at 45mph. That's why cars have an idle compensation to allow the idle to be kicked up when the A/C is on, otherwise your car would stall when the A/C was kicked in at idle. That's a significant load on the engine. I would actually the test on here was really quite accurate.
At 55mph, the wind drag would make a bigger difference and likely bring the results closer together, but not by an significant amount
